Hilton Hotel, restaurant offered in Orangeburg under a $ 1.6 million deal

Orangetown has approved a deal that could lead to the sale of $ 1.6 million of city-owned land for a Hilton hotel.

A letter of intent with River Link Hotels in Newburgh, New York, gives the developer 240 days to explore the feasibility of purchasing the 15.65-acre site on the former Rockland Psychiatric Center campus.

The developer’s plans call for two hotel buildings of 100 to 130 suite-style units, as well as a 3,000 to 5,000 square foot restaurant, according to city documents.

The land is located between Orangeburg Road and Old Orangeburg Road, opposite Bethany Mar Thoma Church and the National Guard Armory.

Under the current deal, River Link would pay an additional $ 1 million for a traffic light and pavement improvements at the Orangeburg Road intersection, as well as to run the sewer lines to the property.

The deal depends on the developer’s ability to secure a payment in lieu of tax (PILOT) agreement or economic development benefits from the state.

The agreement also provides for a refundable deposit of $ 50,000 and another deposit of $ 50,000 at the end of the study period.

Supervisor Chris Day said the proposed hotel in Orangeburg is an extended stay / suite property, as opposed to the neighboring Pearl River Hilton which is a traditional full-service hotel.

Based on occupancy rates in the area, the chain apparently doesn’t view other local hotels as direct competitors, Day said. Potential guests could include a mix of people from the Blue Hill Plaza office complex, the JPMorgan Chase data center, and visitors from nearby World Class Soccer, New York City FC and Gaelic Athletic Association facilities.

If the sale goes through, there would still be around 194 acres of city-owned land on the unreported CPP campus, Day said.

According to its LinkedIn profile, River Link Hotel is a development and management company of 15 hotels, including Days Inn Elmsford / White Plains and Motel 6 in Elmsford.

The money from the sale would go to the community center the city wants to build nearby, Day said. The current cost of the community center is $ 5 million for the building plus $ 1 million for site preparation. The design process is at an advanced stage and the city plans to launch construction bids this winter, he said.
